Contact subfolders won't show up in Address Book

Using Outlook 2003 with current updates, not using Exchange Server...

I've changed the properties on the Contacts folder to "Display in Address
Book" but the only thing that shows up when you click the To button on a new
message is the contacts in the Contacts Folder. None of the sub folders
appear in the list box on the left of the form.

I am able to change the "Display in Address Book" property on Contacts
subfolders but that only puts them in to the drop-down list at the top of
the Address Book page. It does not put all the names into the list box on
the left side of the Address Book page.

Things I've noticed... on the properties page for the Contacts Folder, the
Administration page is dimmed out except for the Views drop-down at the top.
Nothing on that page is available. Should it be available if I'm not using
Exchange?

The entire structure of folders was imported from another user on a
different computer. I just dumped the Outlook file into the Local Settings /
Applications / Microsoft / Outlook folder of the target user. Everything
else works OK. Is this a potential problem? Do I need to taker ownewrship of
the Contacts folder somehow or change its permissions somehow?

You mean you just overwrote a PST file?
That would indeed be a problem. Your profile most certainly is corrupt.
Hopefully the PST is not, but it could be as well.
Create a new profile. Configure it to use the PST you want by setting that
PST as the location for mail delivery. The Office Help files have explicit
instructions on how you should do this.
