contacts and address book

I am using xp and outlook 2002 and when I click the "to"
button in a new message the address book is empty
although my contacts folder is full. How do I get the two
to link up or share? The contact/properties shows a check
mark in the box for "show this folder as Outlook Address
Book. Also under tools/email acc/view or change/ it shows
Outlook Address Book, but when I click "change" the
Microsoft Outlook Address Book window is empty. I'd
appreciate any help. Thanks

Remove the Outlook Address Book.
Restart Outlook.
Re-add it, then click on Change... to add the correct Contacts Folder.

Removed, Restarted, Re-added, clicked change then
Microsoft Outlook Address Book window opens and
show "Contacts: Personal Folders" highlighted, I clicked
close (only other option is remove), then click finish
and open new email and nothing has changed. Is there a
way to see the (incorrect) path used by the address book?
