Contacts being marked private

When a contact is added it is being marked private
automatically. I want to turn this off. Also, we have 2
or 3 people share a contact list. When one adds a
contact, they cannot see it because it gets marked
private, but one of the other users can see it. Please
help.

I'm having the exact same problem-and it didn't used to do this. I can't find any setting to change and I'm having to go through and individually change (all my existing contacts are all the sudden marked private too) 1500+ conact entries. Ugh.
My version is 9.0.0.271
