Contacts do not appear in the address book

My contact file appears to be intact, yet when I click on
the "To" button when sending a message, I come up with a
blank form where the addresses should be.
Earlier today, for no apparent reason my entire Outlook
files all seemed to disappear. The IT person here was
able to get them back. But now I have this problem with
an empty address book, and he said he has no idea what to
do.
