Contacts Don't show in new email

I put in a new contact in the contacts file but it will not show up when I
hit "To" for a new email in Outlook. Under Address Book in Outlook, I have
Contacts highlighted.

I saw a previous question on the same subject,m but it didn't help. The
emails are NOT underoined and I don't know what being registered means!

What's the problem and howdo I fix it?

This statement of yours requires clarification: "The emails are NOT
underoined and I don't know what being registered means!"
The simple fact remains that if you created a Contact with a valid, resolved
email address in the Contacts Folder that you have selected for display in
your address book view, it will appear. If it does not, then one of these
conditions is not true. We can't tell which. You can.

I'm using Windows 7. What does it mean to be "resolved" - does that mean it
has to be a valid address? If I type in the address instead of using th "To"
button, the email goes through. Also, none of the emails in the contacts
folder are underlined. Should they be?

A resolved address is underlined. That means Outlook recognized the format
as being valid for the transport type in question.
No address that is not resolved will appear in the address book view. How
you managed to create Contacts without resolved electronic addresses only
you can know. Importing Contacts is a good way to end up without resolved
addresses.
