Contacts drag and drop to Inbox not working

Sorry, forgot to include version. Outlook 2002

When a Contact name is dragged to the Inbox, the contact
is moved to the Inbox instead of a new message being
created. Help!

How were these Contacts created?
What information store are you using?
List the steps and view you are using more precisely.
