Contacts in the Address book

I have completed a migration form SBS 2000 to SBS 2003. I can see the contacts in the GAL without issue. But when I view other public folders I get permission errors. I ran the import tool on a local client for the address book, and the contacts show up when you click on the contacts folder. They do not show up when creating a new e-mail, the personal address book does not display any contacts.
How can this be resolved?
