Context sensitive menu offers wrong options

I have a similar problem to the "Numbering not continuing from previous list"
posting in July 4.

I am using simple numbering and, when I want to start a new numbered list I
left-click in the paragraph and look for "Restart Numbering". Sometimes (not
always) it's there. Often it is replaced with the "Increase Indent",
"Decrease Indent" set of options.

Woe is me! What can I do? I can't see a solution on Shauna Kelly's web
page. Maybe I'm blind but I can't!

Any and all help appreciated
