Contextual Tabs Not Automatically Displaying in Word 2007

Hello,

Has anyone experienced the issue where the contextual tabs (e.g.
Header/Footer, Table, Picture) tabs do not appear automatically. Many times
I will click in the Header or Footer and the only way to make the
Header/Footer contextual tabs appear is to click on another tab. It's almost
like the act of clicking on another tab refreshes the ribbon display. This
happens for all contextual tabs in both doc and docx documents.
