Contributors can edit Infopath forms?!

I want to enable my users to only fill Infopath form and do NOT want them to
be able to edit the form itself.
However, users in Contributor role CAN open the form in Edit mode, make
changes to it's design and whatever, and publish it to the server?! How is
that possible? And more important, how can I solve this issue?

In "Best Practices in Designing Infopath forms" webcast, it was said that
there is an option to do this:
Tools - Form options - General - Enable protection
but, as the dialog box states, this DISCOURAGES users from changing the form
template. Webcast also states that this doesn't really makes change totally
impossible (I don't kow how, but webcast's presenter said this).

Is there any remedy for this?

The protection prevents fillers out of the form from designing it. But if
they go into design a form browse to the form and open it, all it does is try
and disuade them.

thank you very much for the answer. However, it seems that my question
wasn't precise - a contributor can indeed open a form in design mode,
however, he can NOT publish the form back to Sharepoint! My mistake, sorry!

I just discovered it - it seems that I've been doing something wrong and
gained the impression that contributors COULD publish forms. I was
experimenting with this problem a few weeks ago, and stopped and now I can't
remember the steps that I've made to recreate the bug (if there really IS a
bug, and now I'm not too sure about it!). I could tell for certain that there
really WAS a bug, but now, few weeks after, I just CAN'T recreate that
situation. Everything works just fine! Conributors indeeed CAN open the form
in design mode, that's true, but any change they made CAN NOT be published.
Sharepoint just doesn't allow them to change form's template.

So it seems that everything works fine now - allthough I could tell for
certain that I could publish it as a contributor. Perhaps some fix from
windows update corrected this without my notice? I am really confused, 'cause
I thought I really saw a bug there!

On the other hand, that part of my question regarding protection works just
like you said, so that's why I marked your reply as helpful. Protection
indeed ONLY warns users NOT to change form's template, however, and IF THEY
HAVE PERMISSIONS TO CHANGE IT, if they want, they can change it, there's
nothing that prevents them to go and really do that. But if they are, for
example, contributors, not only they will get a warning, they will also be
unable to publish the template again.

One other thing I've noticed - if a contributor tries to change a template -
whether directly or he just goes to design mode from filling out a form, he
will not be able to publish it back to sharepoint, but form's template will
be locked for editing for all other users, EVEN ADMINISTRATORS, for certain
amount of time! I'm not sure how much time precisely, but I just couldn't
unlock the template in any other way, other than waiting a couple of minutes.
