Control-A doesn't do anything in the Title box

Create a new OneNote 2003 SP2 page and type a few characters in the Title
box. Press Control-A. The contents are not selected, but it seems like
they should be. Control-A works fine in other text boxes, and selects
more-and-more as it is pressed repeatedly.
