Control Panel items access denied

I run Windows ME. When I type Start>Settings>Control
Panel I cannot access any items...I get the
message, "Windows cannot access the specified device,
path, or file. You may not have the appropriate
permissions to access."

This just started happening. I could always access items
before.

Could I have inadvertantly deleted a file from the
Registry that controls this?
