Control tips won't show - 2002/XP

I know this is an old issue that has been addressed before. But I wanted to
give it another try.

In my application I cannot get control tips to show. The usual advice is to
move any boxes to the back or to move the control to the front. I have moved
the control to the front and there are no boxes on the form. As a test I
created a new form, dropped in a button and gave it a control tip - nothing.
I saved the form and reopened - nothing
I repaired and compacted the app - nothing
I decompiled, compiled, repaired and compacted - nothing
I am using Office Dev and ran the app in runtime mode - nothing
I created an mde - nothing

Am I missing somthing? Is there a master setting to turn these on/off that I
can't seem to find? Or is there a know issue I haven't seen referenced? Any
help would be appreciated.

Even if there are no other controls on the form, using "Bring To Front"
action on the control is what usually works for me to make control tip text
appear. I am using ACCESS 2002.

It's possible that there is corruption in the form/database. Try importing
all objects into a new database and see what happens.
