control toolbox appears when one speciifc file opened

how can I get rid of the toolbox tool bar
the toolbox still appears again the next time that the file opens after
right clicking dechecking control toolbox from customize and then saving file

Check the DESIGN toggle button on the toolbox to make sure that the
doc was not saved while still in DESIGN MODE. Then turn off toolbox.

The control toolbox will appear automatically if
- you Tools/Macro/Security is set to "High"
- the document contains (or once contained) macros or controls from this
toolbox

Try copying all the text EXCEPT the last paragraph mark to a new document.
