Controlled edits of enterprise fields

I am creating an approval workflow to request an update to a project
enterprise field. However, I need to prevent a user from simply doing so in
"Edit Properties" or updating and publishing from Project Pro. Is there any
way to do this? I have thought about trying to detect changes to the field
in the OnPublishing or OnUpdating events (BTW, still not sure what triggers
an OnUpdate event), and cancelling the operation if the field has changed?
Is this possible, or is there a better way?

I think that that approach may work, but it is always sketchy when trapping
events (at least in my opinion) and users can still update the properties
through PWA.

If you trust your project managers to manage hundreds, thousands or even
millions of dollars of your organization's resources, can't they be trusted
with a project property?
