controlling grouping and page breaks

When you have your report open in the design mode and you
select Sorting/Grouping for each of the grouping levels
there is an option of "Keep Together" where you can
select "first detail" or "whole group"
I think that will do what you outlined below.

I have a fairly simple report with just one level of
grouping (with group header and footer visible).
I don't want to have each new group of records force a
new page because many of the groups are small enough that
several groups will fit together on one page. There would
be too much white space and wasted paper.
However, it is common for an occassional group footer
(with subtotals) to end up alone at the top of the next
page.
I need a way to control/insert page breaks so that small
groups don't print on a page by themselves and group
footers stay with the some/all of the detail section (and
group header if possible)
