Controlling Section "Bounce"

A general complaint I have received from end-users is the section "bounce".
That is for those that are quick clickers, if they don't accurately click a
radio button or other form control they inadvertently click into a section
that then bpounces them to the top. Any suggestions? I am using InfoPath
2003.
