Controlling status of docs in Doc Library in WSS Project Server

Hi,
I want to be able to control the status field of documents posted to the
Document Library in my WSS Project Server. Right now any user who can post
documents is able to modify the status from Draft to "Ready for Review" or
Final. I want to permit only the Project Manager to set the status to Final.

Any suggestions on how to go about doing this?
