Convert 2000 to 2002, then create 2000 MDE

I needed the Office 2000 Developer version but could not
find it anywhere. Microsoft doesn't offer it anymore. So
I talked to Microsoft. They said I could use Office XP
(2002) Developer because the default file format For
Access is 2000. Now, I have to create an MDE file from
Access 2002 that will run on Access 2000. The literature
seems to say I cannot do this. Is this true?

Yes, it's true. Access 2002 cannot create an MDE if the MDB is in Access
2000 format.
