convert a TXT file outline to Visio Flowchart?

Is there a easy way to covert a outline text file into a visio flowchart?

The text file is looking like:
1. item 1
1.1. subitem a
1.1.1. sub-subitem i
1.2. subitem b
2. item 2
..
..
..
..
etc.

I'm not sure Visio can do this (my apologies if so). We make a software that
may help. It's a tool to create hierarchical diagrams from Text files, Excel
Spreadsheets, etc. It looks like it would fit your needs perfectly. You can
download a trial copy at www.criticaltools.com/wbs5.

Your best bet is to put this data into Excel and run the Excel to WBS Wizard
included with the software. Let me know how it goes.

This program did not work to convert my outline into a flowchart. Any other
