Convert Acrobat to Word

We often come across forms on the web that don't have clickable fields. Is
there a good program that will take Acrobat files and convert them into
useable forms? Something that does a good enough job that it comes into
Word as an actual form? (We use Word 2002, if it matters.)

Any ideas would be greatly appreciated.
