Convert handwriting to Text, for Japanese in Office 2007

Hello group,

I have Office 2007 installed on Windows XP. I am working with a friend
to translate Japanese to text. Currently, we are able to type in
Japanese. Next step in our project is to draw the character and have
an Office app translate it to the cooresponding Japanese character or
word. I was looking at OneNote and I am close ... I think.

OneNote will not translate the character and I think this is because
the Handwriting Recognition as a Text Service is not installed. I
found info on installing this with Office XP but not Office 2007.

Questions: am I on the right track? Anyone know how to install
handwritting recognition with Office 2007? Better yet, is there a .Net
library or sample code that maybe could automate this for me?
