Convert hr:min to decimal (payroll solution)

This may be the correct forum for this topic. This is payroll related. I'm
setting up an online time clock. TIA!

:00-:07 minutes rounds down to the nearest hour
:08-:22 minutes rounds to the .25 hr
:23-:37 minutes rounds to the .50 hr
:38-:52 minutes rounds to the .75 hr
