convert image to symbol or character

Is it possible to take an image or picture I have saved on my computer and
change it into a symbol or character in word? I don't want to have to insert
the image as a picture into a word document and I can't figure out another
way to do this. I'm putting the Equal Housing Opportunity symbol into a
disclaimer and it won't resize to a small enough size to fit into my
disclaimer when I insert it as a picture. I thought that it was possible to
do this but can't figure it out. Any guidance would be much appreciated!
Thank you!

How small are you trying to make it? Are you having the problem because
you're attempting to scale it down using the sizing handles? If so use the
Format Picture dialog instead & set the H/W values there.

[I can scale it down to .05" x .05" - any smaller than that wouldn't be
decipherable on screen or in print.]

Once you get it to the size you want it you can also save it as a Quick Part
in Word 2007 or as an AutoText or AutoCorrect Item in prior versions.
