convert jpg picture from a square to oval shape

Does anyone know of any Microsoft software that will allow you to convert
a jpg file from a square format to an oval shape with a one touch process?
Also, will allow you to do this in reverse.

You can insert the image into an oval. Draw the oval, fill, fill effects,
picture tab. You might want to check the aspect box. There is no turning back
once the picture has been inserted into the autoshape.
