Convert Outlook 2002 .FAV to Outlook 2003. Is it possible?

Help!!

We are current running Outlook 2002 and is in the process of updating
everyone to Outlook 2003. Problem is, we have a lot of people who has outlook
shortcut bar in Outlook 2002 and when we updated them to Outlook 2003, the
shortcuts (.FAV file) will not convert over!!!

Can someone please help? We really need it where when they upgrade, all
shortcut bar in their outlook will be converted over but I so far, I haven't
find any fix to this!!
