Is there a version of Publisher that will convert a single page document
(text and graphics) into a Microsoft Word .doc file?

If not, is there a utility program that will do this?

No and no. At least not very satisfactorily.

Why do you want to do this? Perhaps we can find an alternative solution.

I've designed a form in Publisher. Someone else will fill out the
form but they don't know Publisher. But they know Word. And I don't
know Word well enough to place all the form's elements where I want
them.

Well, there's not that much to know about Publisher to fill out a form.
It would be almost identical in Word with text boxes (which is the only
way you can come close to recreating a non-trivial Publisher document in
Word). Point, click, type, repeat.

The normal way to approach this is to use Acrobat forms. Unfortunately,
I think this functionality is only available with commercial products
such as Adobe Acrobat (costs money).
