Convert to ppt and keep it editable

I have a large store of old visio files that I need to turn over to someone
for editing, but he doesn't have visio, nor can he gain access to it. Is it
possible to change format to ppt and still have individual objects(i.e. not
Ctrl-A, Ctrl-C, Ctrl-V) so he can manipulate the position and size of objects?

you can use (i.e. not

Ctrl-A, Ctrl-C, Ctrl-V) and ungroup 2 times in ppt to get the object but
it is not a very good solution
