Convert Windows Api RBGdefault to Html Hexadecimal

I am attempting to convert the color code that Windows provides in Access to
a hexadecimal value for a web page. I can do it with the RGB
colors but not with the single color code saved by access. I assume that I
can convert this color code somehow, but I have been unable to find a
formula.

I want a user to be able to see the color selected on a form in order to
customize the HTML page created.
