When you install Office 2k's 'Converters and Filters' what files are installed and where are they saved? Can I install these Converters with Office 2003 without using Office 2000's install procedure?

you can, but you need to add a registry entry too and it's easier to get it
off a machine with the older version installed.
the files are placed here:
C:\Program Files\Common Files\Microsoft Shared\GRPHFLT

Hi Paul,

The supplemental converters pack includes document converters
(.cnv) and graphic filters (.FLT) that are installed in subfolders
of \Program Files\Common Files\Microsoft Shared
A number of those in the Office 2000 edition have been removed
from the Office 2003 edition as part of a MS security review
for potentially exploitable holes.

The current converter pack for Office 97 and higher with a list
of the filters is available here, as part of the ORKTools.exe
download package:

If you have an older Office 2000 converter pack it may
include the additional filters and converters listed here:
http://support.microsoft.com/default.aspx?scid=kb;en-us;212265&FR=1

Note also that there are a number of Text and graphics converters
and filters available through the Microsoft Office choice in
Add/Remove Programs in the Windows control panel
that are not not installed by default with Office.

Some of the Converter Pack versions can be manually opened
by Winzip and the files placed manually, but some could not.
It can depend on which edition of the pack you have.
