Converting 24 hr clock to GMT

I'm working with a spread sheet that we have to enter both the local
time (24 hr clock) and GMT in separate columns. I have been trying to
create a formula that when I enter the local time (24 hr clock) in one
column it automatically places the GMT in the other column. The
problem I’m having is that once the time hits a certain point it
doesn’t change over to the new time it just keeps adding up. Example:

Time
GMT Local
3200 2400

It should read:
Time
GMT Local
0800 2400

Hi

It looks as if you may have your format of the cell holding GMT set to [h]:mm
Change it to h:mm with Format>Cells>Number>Custom> h:mm
