converting a publisher document to pdf, changing properties

When I publish my document to pdf in publisher, the program does not give me
the option to set up security for the pdf. I made the document read only in
publisher but that still did not make it read only when I converted to pdf.
Can anyone help me. I have the program primopdf, but the quality of the pdf
is not as good as it is when converted in publisher.

Read only is a simple setting but just as simply as you set it for
read-only, someone else can change that. What are you trying to do/prevent?
