I had never heard of Bidirectional text files, so I googled and found this:
http://office.microsoft.com/en-us/assistance/HP052626761033.aspx
Convert bidirectional text files to and from ANSI
And the top of that web page started with:
The ConvText utility is available on the installation CDs for Microsoft Office
language versions that offer right-to-left support.
So if you're receiving this text file and need to convert it, maybe the
originator can do the conversion for you.

I don't have convtext.exe on my harddrive--didn't look at the CD. But sometimes
having the .exe file isn't enough. Sometimes there's an installation procedure
(registry entries along with various DLLs) that can make life miserable.
And I'm not even sure if anyone can share this component with you legally.
I'm not sure if you'd find it on a search of Google (I didn't), but if you found
it and downloaded it that way, that too might not be legal.
Whatever you do virus check any version that appears in your inbox--in case a
helpful soul tries to find it.
Good luck,
