converting files to 2007

I'm trying to run the program (ofc.exe) to batch convert files to Office
2007 format. I followed the instructions closely and am running this on
a winxp pro system w/sp 2. I have administrator access. With a freshly
created .doc file using Word 2003, I get the error shown below. Anyone
have any clues?

Why bother? Just open each document as you use it and just do Save when
finished. Office 2007 will give you the option of saving in 2007 format...

Because I have to convert about 50,000 documents to test our own
software's ability to read office 2007 formatted stuff.

Then the easiest alternative is to set each instance of Office 2007 to save
in 97-2003 format by default.....saves converting all those documents....

You don't understand, I must have 2007 formatted files so we can test
our own software's ability to process the files. Personally, I don't
use microsoft office in any form, I'm a linux admin, but I need to
provide these files to our QA department so they can test stuff.
