Converting form to htm

Simple Access form has a few combo boxes with values as
the source (inserted by hand not from table). After
creating form, did File Save As Data Access Page,
Microsoft Access Page.
When file is previewed in IE through Dreamweaver, the
combo box pulldowns do not show and information can't be
entered. Why? ASP is NOT involved at any point.
