Converting graphics to vector-based

Is there any way to take an excel-produced chart (with
2000 plot points) and export or convert it into a vector-
based graphic, such as Illustrator?

Or, at least into a graphics package that can be visually
enhanced?

All we can do is a screen-capture (quality not acceptable).
