In researching it sounds like Publisher just can't handle the "layers." Is that true? I've found a work-around and that is to open the bad looking pdf in Photoshop (which looks just great when I open it there) and then have Photoshop save it as a .pdf. It is just cumbersome when it's one of 12 pages of a newsletter. I then have to replace the page in the newsletter .pdf with the one I created from Photoshop.
