Converting handwriting to text when it is written in tables

I imported a project meetings notes template from Word which contains many
small tables. I then filled out each table using handwriting on a pen
tablet. When I saved it as a Word document, the handwriting that was
converted to text was located at the bottom of the document (as if the
document were considered to be an entire image.)

I started again and created a similar template within OneNote using tables
and then tried again to fill it out using handwriting. This time, when I
converted the document to Word, the text for each table was displayed either
above the table or below it or both above and below it.

Is it possible to create a template with tables and have it convert
correctly to Word so that the text stays in the appropriate table cell?

In most Tablet PC applications, ink is collected on a separate "plane" that
overlays the text and other inline objects such as images. This is because
ink can't be easily re-flowed. OneNote makes some pretty good attempts at
making the ink appear to be in-line but my guess is that having ink located
physically within a table cell would be pretty difficult for the developers
to do reliably.

OneNote isn't really appropriate as a forms application though. You may want
to take a look at InfoPath
(http://office.microsoft.com/en-us/infopath/FX100487661033.aspx which I'm
not a big fan of personally) or MindManager (www.mindjet.com).
