Converting hh:mm and mm:ss to Military Time

I'm trying to convert a time format into military time,
for example, if I enter "3:23" (3 hours 23 minutes), what
formula would I use to make another cell display "3.38"?
Also, would the same formula work for mm:ss.

Simply multiply the number by 24.

format the target cell as number not as date
