Converting Publisher doc to .pdf changes some pictures to black/wh

Publisher 2007 - We have a document that is in tabloid format (11 X 17) for
printing purposes, but when we publish it, we change the format to 8-1/2 X
11. After going through the entire process to convert to .pdf, about half of
the pictures are converted in color and the other half are in black/white
(they are all in color in the original document). Any suggestions on how to
resolve this so they all convert to color? Steps we use:

Open Publisher document
Changed all pages to 8-1/2 X 11 Portrait
Click File
Click Print
Choose the Post Script Printer
Save the file

Open Acrobat Distiller and drag the file into Distiller
Close when finished converting

Now you can open the .pdf file.

The file looks fine with the exception that not all the pictures are showing
up in color like they should be.
