copy and paste moves other objects....why?

When I copy an object and paste it onto the screen, why is it not smart enough not to completely shift EVERYTHING I've worked on already. It automatically pastes the new object in the middle of everything and shifts them all. I'm spending more time reorganizing all the other elements. THe pasted item should automatically appear in an area where it doesnt effect other objects. Is this bug, or can I set it not to do that (besides locking all other objects, which is ridiculous).

In Visio paste drops the object at the center of the current window. You
could scroll such that a different part of the drawing is centered to drop
in a different location.
