copy as link function

there is a ctrl-L, copy as link, option in the right click quick menu on
files. For what is that used? I thought it was a way for me to create a
link in one folder to a file in another folder, but when I copy, then go to
the folder in which I want to have the link, the paste function shows up on
the quick menu (meaning SOMETHING is in the clipboard), but it does not
actually paste anything. Am I misunderstanding the functionality/use of this
ctrl-L option?

You can paste the link into a discussion item or a char window or a rich text
field in a form.
