When I try to copy a cell with a formula in it Excel only pastes the value into the new cell. I expected it to paste the formula.

It WILL paste the formula, NOT the value. So, something you are doing is
"fishy". Please tell us the cell contents, and EXACTLY what you are doing to
copy the cell, and the results of the copy.

One possibility comes to mind: If a cell's Protection attribute has been set
to Hidden & the sheet is protected it will produce the result you're
describing. Does the formula display in the formula bar when you select the
cell you're copying? Check the Tools menu to see if "Unprotect Sheet" is
listed.
