copy conditional formatting range

I've looked at similar queries but none of the suggestions worked for my
situation. I am trying to copy a conditional format from several cells in
one row to additional rows. It's based on a formula. Here's what I have in
one row:
Formula: =$A$48="x"
The format selected is red fill and white bold font.
the "applies to" selection is =$A48:$K48

What I want to do is copy this function to additional rows such that placing
an "x" in the first cell of any particular row applies the conditional
formatting to the rest of the row's cells.

I've tried format painter, copy special, insert rows, etc. All of the above
will copy the format but it's all tied back to the source cell and the
conditional formatting does not work as intended by placing an "x" in the
first cell of each row.

I used to be able to do this with format painter back in Excel XP but
doesn't seem to work this way in 2007. Any assistance anyone can offer for
this is greatly appreciated.

The formula should be
=$A48="x"

and not =$A$48="x"
