copy past problem

When i copy a page from a MSDN web site by choosing Ctrl + A and then paste
it into one note, the top of what i pasted ends up about halfway down the
new pasted page in one note, it takes several seconds ( half a minute) for
me to drag the pasted content up to the top of the page.
Is this behavior by design? or is it a bug?

Are you running the SP1 preview? Some of the bugs that
have led to that behavior are fixed in SP1. It still
happens to me periodically now and then...

I also have gotten into the habit of clicking in a page
to set the insertion point before pasting. I've also had
success with selecting the page tab itself (so that the
header and the page are highlighted with a border) before
pasting.

Yes I am running the SP1 preview. I have tried the various suggestions,
selecting an insertion point, selecting the page tab, and the problem still
persists.
However I have discovered I can select the pasted in content and cut it then
paste it back in at the top which saves me the time it takes to drag it to
the top.
