copy/paste into Word in Office XP,

when I go to copy/paste into Word in Office XP,
it has to be open prior to the cut and paste operation in order for it to
have the paste option available. In 98se, I could copy then start word and
paste just fine. Is this a settable feature?Any help will be appreciated.
