Copy/Paste Problem

I have seen several messages describing my problem but no viable solution

Tools
Office 2003 and Windows X

I copy text in Word using ctrl-c and paste it using ctrl-v into another document, but what is displayed is not text but a screen shot (bitmap). I thought maybe hardware (keyboard) so tried using just the mouse to select then right-click > copy the text and then right-click > paste the data into another document and got the same results

It does not consistently do this...most of the time it works okay (as I would expect). Any ideas
