Copy RBS to Outline Code

I read the guidance in

It tells me that what I'm trying to do should work.

I imported the field definition from the enterprise RBS to outline code
1 and renamed it Local RBS. I inserted it into the resource sheet
view. Unfortunately, I cannot copy the RBS column to the Local RBS
column, or even manually enter anything into any of the Local RBS
cells.

The file has already been saved as a mpp.

I have administrator permissions on the account I'm using.

What might be stopping a normal entry into this field?

Save the project file containing the resources as an .mpp file using the
"Currently loaded global items" option. Now close and reopen the project.
You should now be able to copy and paste the RBS values to the Local RBS
field. I know it's strange, but that's just the way it works. Hope this
helps.
