Copy Surrogate Timesheets

Does anybody know the answer OR has done this in their MOPS 2007
implementation?

We have several users who are on leave in the organization. These users
would normallly track their absence in an adminstrative project in project
server under a task called "Other Absence". These resources can be gone (they
are marked as invactive in project server while they are gone) anywhere from
3 months to 1 year.

We internally have a requirement to track all time for each resource (even
if they are not onsite working). We are aware of the surrogate timesheet
function in MOPS 2007 and have used it for creating timesheets for others.

What I would like to know is - Is there any way to create one timesheet for
a specific period (timesheet period already defined - one week in duration)
and copy it to other time periods (weeks) so that either the resource or
their designated resource manager can update their timesheet for the entire
length of their absence?

Other than going into the ProjectServer_Reporting database in SQL and
copying the data from week to week, is there anyway (even through a
third-party tool) to do this via PWA. We know that you can copy task data in
the project file itself (thus updating the ProjectServer_Published database -
but our internal reports use the ProjectServer_Reporting database.

Any ideas or directions where to find out how to do this?
