Copying from HTML textarea to Excel

I have a weird situation where a user is copying data on a webpage from
a html textarea. When he copies it into Excel, there are quotation
marks around the copied text which wasn't there before.

Has anyone encountered this before?

This is not occurring when he copies from any other text input field on
the webpage.
